Bringing Energy and Technology Innovation to U.S. Department of Defense (DoD) and Civilian Agencies

At Johnson Controls, we support the people and missions that depend on our nation’s most critical facilities and naval platforms. Our dedicated federal team provides sustainable building and shipboard solutions that comply with rigorous federal standards and classification levels. We finance, design, build, operate and maintain facility-related technology and infrastructure at a wide range of new and existing U.S. federal government installations across the nation and around the globe.

Johnson Controls building technology solutions are designed to enhance security, functionality, and resilience. Our digital platform enables dynamic management, integration and analysis of critical building and shipboard systems to ensure crucial operating data is available throughout the enterprise to support any mission requirement. Protected by leading cybersecurity technology, we help ensure your facilities are ready for any challenge, now and in the future.

Leading Agencies Toward Actionable Facility Insight and Readiness Through Digital Transformation

Johnson Controls is leading the evolution to smart buildings. By modernizing and enhancing operational technologies, we help federal agencies unlock the power of facility data to guide risk-based decision-making and installation resourcing.

Commercial smart buildings are already achieving benefits in energy efficiency, operations, and mission assurance. We help our federal customers realize those same benefits by integrating operational technology with information technology, and overcoming traditional barriers, such as isolated data (e.g., HVAC and lighting) and static cybersecurity provisions.

Johnson Controls capabilities enable agencies to leverage cloud computing for enterprise visibility and scalable service solutions built on:

  • A cyber-secure communication backbone to comply with Zero Trust and support legacy equipment
  • Open OT protocols to support multi-vendor systems
  • Edge computing technology with IT-friendly communications topologies and tools (e.g., BACnet/SC and MQTT)

We create a secure installation data management system where agencies can safely ingest and process data at the operator and command levels. Using machine learning and artificial intelligence, we harness the untapped potential of existing installation data to advance your operational capabilities.

Keeping the Navy Cool for More Than 100 Years

The U.S. Navy depends on our mission-critical products to enable the lethality and survivability of its combatant vessels.

YORK® systems, which are installed on more than 90% of the U.S. Naval fleet, provide cooling for weapons, command and control systems, and crew comfort while enduring punishing conditions from weapons-effect shock, heavy-weather, ship vibration, and extreme temperature variations.

As an HVAC/R equipment and control systems technology leader, we provide state-of-the-art magnetic bearing High Efficient Super Capacity (HES-C) chillers that deliver future technologies providing more cooling in the same footprint. Using data as an asset, the Navy can have enterprise level visibility and control, enabling predictive diagnostics and shorter cycle-times for preventative maintenance and repairs.

Whether within our state-of-the-art factory in York, PA or aboard the vessel wherever it may be deployed, we have the capacity and reach to expedite service and repairs. Our factory-certified service professionals provide parts and service when and where you need them. Our highly skilled and experienced field service personnel are trained and supported by the engineering and manufacturing teams that design, build, and test this specialty equipment to the exacting standards required by the U.S. Navy.

Efficiently Mitigating Risks Across Your Operational Technology Threat Surface

Your mission can be threatened by vulnerabilities in your security, fire, or building automation systems. That’s why Johnson Controls offers a suite of cybersecurity solutions developed specifically for federal building control networks.

Cybersecurity Solutions

The U.S. government’s security strategy is clear: Cybersecurity is an imperative, and our products, services, and internal processes reflect that. As operational technology specialists, we help prevent, deter, and mitigate the effects of adversaries' deliberate efforts to destroy, incapacitate, or exploit mission-critical infrastructure.

Modernizing Facility Related Controls Infrastructure

Antiquated facility control infrastructure coupled with insufficient funding has left our nation vulnerable to cyber-attack. To secure and preserve U.S. military advantage, federal agencies and services need a secure, resilient digital infrastructure.
Our services and technology solutions enable innovative implementation of modern IT tools and standard protocols for active and enhanced threat detection and response.

Cost-effective Cybersecurity Solutions

We provide cost-effective cybersecurity solutions for facility related control systems (FRCS) at our nation's most critical assets. We integrate state-of-the-art solutions with legacy systems to provide cyber-secure solutions and unleash the power of facility data, enabling agency leaders to make better infrastructure decisions. Our solutions use an identity-based zero trust architecture resulting in threat surface reduction.

Resilience Funded by Efficiency

Johnson Controls is a full-service energy service company (ESCO) offering budget-neutral, 3rd party financing solutions that allow federal agencies to achieve resilience, decarbonization, and electrification goals with little to no upfront costs.

Our robust project development process leverages analytics to measure and verify achievement of energy savings that we guarantee, which allows us to confidently transfer risk of performance from the federal agency to Johnson Controls.

Under an Energy Savings Performance Contract (ESPC), Johnson Controls finances, develops, designs, builds, and maintains energy and water conservation improvements at federal facilities. The agency pays for the improvements with the energy-related cost savings generated by the project, which are guaranteed by Johnson Controls. We begin each project with a comprehensive facility energy assessment to identify infrastructure improvements to meet agency objectives, then implement those conservation measures employing a continuous commissioning approach. To further ensure effective energy management practices and optimal performance, we provide comprehensive documentation, training, and ongoing support for facility staff.

With Utility Energy Service Contracts (UESC), Johnson Controls partners with local and regional utility companies to implement performance-assured energy and water efficiency improvements and reduce energy demand. Our dedicated UESC team employs a scalable process rooted in consistent fundamentals developed over three decades of leadership in implementing federal energy projects. Unlike other ESCOs, Johnson Controls is also willing to guarantee performance of improvements implemented under a UESC.
