Building performance standards are coming. Are you ready?

If you don’t face building performance standards (BPS) today, they’re likely in your future. Cities, counties and states across the U.S. are requiring building owners to meet targets for decarbonization and energy efficiency, reporting on their action plans and results. We can help you understand the requirements for your building, avoid potential penalties and fines, and take practical steps to cut energy use and operating costs.

Solve for BPS with Johnson Controls

Wherever you are on the BPS journey, we can help you increase efficiency, streamline workflows and optimize building performance in three steps.

Assess your facility
We look at past and current energy use to understand and plan for energy needs.
Build your business case
We model potential efficiency gains for your facility, considering HVAC upgrades, digital tools and connected services, and lighting and water conservation solutions.
Lay out next steps
We consider your goals, timeline and budget to create a step-by-step modernization plan with funding options and delivery models that can include guaranteed outcomes.

FAQs about building performance standards

  • What are building performance standards?

Building performance standards are mandatory targets for energy efficiency, greenhouse gas emissions and the transition to clean energy. Cities, counties and states set their own targets, reporting requirements and noncompliance penalties.

  • Why are building performance standards important for building owners?

Taking action to comply with BPS can help building owners avoid penalties and also capture energy and operations cost savings. Building owners may face requirements in three areas:

    • Benchmarking and reporting—such as submitting an annual report on whole-building energy consumption, with plans for continuing improvement.
    • Emissions and energy use—meeting specific targets that typically intensify over time.
    • Equipment selection—installing required equipment such as LED lighting, or electrifying water heating systems.
  • What types of building upgrades support BPS compliance?

To meet BPS targets, existing buildings generally require increased use of renewable energy and/or the following:

    • HVAC and mechanical retrofits and upgrades
    • Lighting, building envelope and water conservation upgrades
    • Digital tools and connected services to optimize performance
  • How do I know if BPS laws apply to my building?

Check local jurisdictions for requirements related to building size, type and location. While standards vary by region, they generally start with larger buildings and over time expand to smaller buildings, and typically apply to both new construction and existing facilities. Certain building types (e.g., hospitals) or with certain uses (e.g., storage facilities) may be exempt. Johnson Controls can help you determine how your building is affected.

  • Do BPS laws require me to electrify my building?

Most BPS laws focus on the result (reducing energy use or emissions) rather than the method. However, you may find electrification is ultimately the most effective way to achieve BPS compliance.

  • What financial incentives or funding options can help me afford compliance?

There’s a wide array of options to bring upgrades within reach. Johnson Controls can help you explore tax credits, local grants, utility rebates, specialized financing like C-PACE (Commercial Property Assessed Clean Energy), and green bank loans. We also offer alternative project delivery models that make it possible to upgrade with little or no upfront capital. Ask for details.
